The “Long Range Planning Committee for the Use of Space and Facilities”, hereafter referred to as the “Long Range Planning Committee”, is a special committee of the college, which reports to the All-College Committee. The Long Range Planning Committee reviews, evaluates, and makes recommendations on matters related to the long term planning of the college related to physical assets and space utilization, to include planned development and asset reallocations.

Roles and Responsibilities of the Committee

Following is the formal statement of the Roles and Responsibilities of the Committee:

• To review and to make recommendations regarding the development of the College’s Master Plan.
• To work collaboratively with the Strategic Planning Committee to provide the All-College Committee with general information and recommendations for action plans.
• To review and to make recommendations regarding the planning of new construction and major renovations to existing building (i.e. estimated cost of one (1) million dollars and excluding expenditures for repairs), and the planning of major changes in the use of existing space.
• To make recommendations on the overall campus footprint and aesthetics including parking, traffic flow, campus entrances, beautification, and sustainability.

Composition of the Committee

The committee is currently established to consist of ten members – four faculty, two administrators, two staff, and two students. The Vice President for Administration and Finance, or designee for same, is to be a voting member of the committee. The committee is to be chaired by a faculty member, who is to be elected annually by the members of the committee.

The committee shall also appoint an Executive Committee, consisting of two faculty, one administrator, one staff, and one student to act on the committee’s behalf during those times when the College is not in session.

Sanction of the Committee

The Long Range Planning Committee is constituted as a special committee of the college, authorized and primarily governed by language contained in Article VII, Appendix A, Section D (2) (d) of the BHE/MSCA Agreement. As a special committee so established by agreement of “the President of the College, the Chapter President, and by a majority vote, thereof, the All-College Committee”, the Long Range Planning Committee was convened by the Interim President of the College on May 3, 2007, and shall exist for a term “not to exceed that of the current BHE/MSCA Agreement”. In this case, the authorizing individuals and the All-College Committee have established the terminal date of the applicability of the existing contract as the term for the current established committee.

The committee is tasked with providing an annual report of its activities to the All-College Committee at the end of each academic year. Copies of such report are also to be submitted to the President of the College, the Chapter President, the President of the Student Government Association, and “such administrator as may from time to time be designated for such purpose by the President in respect of such committee”.
